[Summary of AVHS Demonstration in Korea and others]

Date: Octorber 12 - October 16, 1998
Location: Seoul, Korea
During the Fifth ITS World Congress, we attended AVHS demonstration and the following exchange which was held between Japan and South Korea.

1. AVHS Demonstration

A demonstration of the Advanced Vehicle Highway System (AVHS) was held in Tienan City on October 13 and 14.
The demonstration features platooning by four passenger cars, cruising at maximum speed of 80km/h, followed by each stage-braking, brake release, acceleration, cruising at constant speed (80 km/h), deceleration, and stop.

2. Outline of South Korea-Japan AHS Meeting

During the World Congress, government-level talks were held between Japan and South Korea on AHS (Advanced Cruise-Assist Highway Systems), at which the discussion was lively.

(1) Presentation on South Korea's ITS basic plan:
1996-2000: First phase - R&D stage
2001-2005: Second phase - Demonstration stage (budget of 36 billion yen)
2006-2010: Third phase - Nationwide expansion of ITS
(2) Details on the South Korean AHS development schedule are as follows:
1998-2002: Offering driver information
2003-2007: Providing vehicle control and information
2008-2015: Establishing automated driving system
(3) Bill on organizing a transport-related research body is under review in the South Korean parliament and is expected to be legislated next year.
The organization is expected to be politically similar to VERTIS. However, due to problems involved in nation-to-nation contact between the two countries in this area, exchange on specific areas was proposed. Cooperation is possible, for example through communication with KHC. Specific themes for exchange are likely to be the following:
(1) Presentation of information
(2) Organizing seminars and exhibitions
(3) Manpower exchange
(4) Cooperation in R&D, etc.

After the World Congress ended, meetings between Japan, US and France were held in Japan, in which AHSRA participated.

1. Sixth US-Japan ITS Workshop

On October 19 and 20, a workshop was held between the Road Transit Laboratory of the US Federal Transit Administration (chairman: Mr. McGowan, Director, ITS Laboratory, Road Transit Laboratory) and the Public Works Research Institute (PWRI) of the Road Bureau, Ministry of Construction, Japan, at PWRI. In the workshop, themes such as "policy and deployment," "system architecture," "cruise-assist system," and "future cooperation" were discussed. In particular, policy on active promotion of ITS became a major issue. As a result of the exchange of views, it was agreed that Japan and the US will continue to promote closer cooperation, including continuing exchange of views and information, on "Smartway" that provides integrated support of ITS applications and assured multilateral ITS implementation in order to create innovative and outstanding road transport in the area of safety, smooth operation, etc.

2. An ITS Exchange Meeting Between France's National Traffic & Safety Laboratory (INRETS) and Japan's Ministry of Construction

An exchange meeting on ITS was held on October 21 and 22, at which agreement was reached on the following.
